Fellow Deputies,
現(xiàn)在，我代表北京市人民政府，向大會(huì)報(bào)告政府工作，請(qǐng)予審議，并請(qǐng)市政協(xié)委員提出意見。
On behalf of the People’s Government of Beijing Municipality, I will now report to you on the work of the government for your deliberation and approval. I also invite comments from members of the Beijing Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC).
一、2024年工作回顧
I A Review of Our Work in 2024
2024年是實(shí)現(xiàn)“十四五”規(guī)劃目標(biāo)任務(wù)的關(guān)鍵一年。習(xí)近平總書記高度重視首都工作，在北京中軸線成功申遺之際，對(duì)加強(qiáng)文化和自然遺產(chǎn)保護(hù)傳承利用工作作出重要指示；給延慶區(qū)八達(dá)嶺鎮(zhèn)石峽村的鄉(xiāng)親們回信，要求保護(hù)好、傳承好長(zhǎng)城歷史文化遺產(chǎn)；向2024年中國(guó)國(guó)際服務(wù)貿(mào)易交易會(huì)致賀信，激勵(lì)服貿(mào)會(huì)為構(gòu)建開放型世界經(jīng)濟(jì)作出積極貢獻(xiàn)；參加首都義務(wù)植樹活動(dòng)時(shí)，對(duì)北京建設(shè)花園城市、推進(jìn)綠化彩化立體化作出具體指導(dǎo)。總書記的親切關(guān)懷和殷殷囑托，讓我們深受鼓舞、倍感振奮，引領(lǐng)我們砥礪前行、奮勇爭(zhēng)先。
2024 was a pivotal year for achieving the objectives and tasks outlined in the 14th Five-Year Plan. General Secretary Xi Jinping placed great importance on our work in the capital. After the successful inscription of the Beijing Central Axis on the UNESCO World Heritage List, he gave directives on better protecting, promoting and utilizing natural and cultural heritage. In his reply letter to the residents of Shixia Village in Badaling Town, Yanqing District, he emphasized the need for greater efforts to protect and pass on the historical and cultural heritage of the Great Wall. He sent a congratulatory message to the 2024 China International Fair for Trade in Services (CIFTIS), encouraging us to leverage CIFTIS to contribute to an open world economy. During a voluntary tree planting activity in the capital, he gave specific guidance on transforming Beijing into a garden city by expanding greenery, planting diverse flora for vibrant hues, and promoting vertical gardening. His caring attention to and earnest expectations for the capital have greatly inspired us in Beijing, motivating us to move forward and strive for excellence.
過去一年，在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，在中共北京市委直接領(lǐng)導(dǎo)下，在市人大及其常委會(huì)監(jiān)督支持下，我們堅(jiān)持以習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想為指導(dǎo)，深入貫徹黨的二十大和二十屆二中、三中全會(huì)精神，深入貫徹習(xí)近平總書記對(duì)北京重要講話精神，堅(jiān)決貫徹黨中央決策部署，認(rèn)真落實(shí)國(guó)務(wù)院工作安排，以新時(shí)代首都發(fā)展為統(tǒng)領(lǐng)，加強(qiáng)“四個(gè)中心”功能建設(shè)，提高“四個(gè)服務(wù)”水平，堅(jiān)持“五子”聯(lián)動(dòng)服務(wù)和融入新發(fā)展格局，更好統(tǒng)籌發(fā)展和安全，經(jīng)濟(jì)運(yùn)行穩(wěn)中有進(jìn)，社會(huì)大局和諧穩(wěn)定，較好完成市十六屆人大二次會(huì)議確定的各項(xiàng)目標(biāo)任務(wù)，向著率先基本實(shí)現(xiàn)社會(huì)主義現(xiàn)代化邁出堅(jiān)實(shí)步伐。
Over the past year, we have been working under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, and the direct leadership of the CPC Beijing Municipal Committee. We have also received support and supervision from the Beijing Municipal People’s Congress and its standing committee. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we have implemented the guiding principles established at the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee. In alignment with General Secretary Xi’s directives on Beijing’s development, we have diligently executed the CPC Central Committee’s decisions and acted on the plans outlined by the State Council. As we pursue Beijing’s development as the national capital in the new era, we have concentrated on bolstering Beijing’s position as the “four centers”1 and improving our ability to provide the “four services”2. We have incorporated the five key initiatives3 into the new development paradigm and ensured both development and security. The economy has been steady and improving. Social harmony and stability have been maintained. We have successfully fulfilled the tasks and targets set at the second session of the 16th Municipal People’s Congress and taken substantial strides toward leading the nation in basically achieving socialist modernization.
——我們牢記囑托、忠誠(chéng)履職，首都功能持續(xù)優(yōu)化提升。深入實(shí)施北京城市總體規(guī)劃，加強(qiáng)中央政務(wù)功能服務(wù)保障，高標(biāo)準(zhǔn)做好新中國(guó)成立75周年慶?；顒?dòng)、中非合作論壇峰會(huì)等重大活動(dòng)服務(wù)保障；北京中軸線申遺圓滿成功，世界文化遺產(chǎn)達(dá)到8處、居全球城市首位；落實(shí)京津冀協(xié)同發(fā)展戰(zhàn)略，第二批市級(jí)機(jī)關(guān)完成搬遷，近3.3萬名工作人員在副中心辦公；以“時(shí)時(shí)放心不下”的責(zé)任感狠抓安全穩(wěn)定工作，防范應(yīng)對(duì)各類自然災(zāi)害和極端情況的能力不斷增強(qiáng)。
We performed our duties with unwavering commitment to strengthen Beijing’s role as the national capital. We continued to carry out the Master Plan of Development for Beijing (2016-2035), improved our ability to support the functions of central authorities, and provided high-quality services for major events such as the celebrations of the 75th anniversary of the founding of New China and the 2024 Summit of the Forum on China-Africa Cooperation. Beijing now boasts eight UNESCO World Cultural Heritage Sites, including the newly added Central Axis, ranking first among cities worldwide. We made new progress in Beijing-Tianjin-Hebei coordinated development. The second group of municipal government offices moved to the Beijing Municipal Administrative Center (BMC), bringing the total number of government employees working at the BMC to nearly 33,000. We have acted responsibly at all times to ensure safety and stability, and consistently improved our capacity to guard against and respond to various natural disasters and extreme conditions.
——我們迎難而上、積極作為，經(jīng)濟(jì)發(fā)展態(tài)勢(shì)向優(yōu)向好。面對(duì)外部壓力加大、內(nèi)部困難增多的復(fù)雜嚴(yán)峻形勢(shì)，統(tǒng)籌發(fā)揮經(jīng)濟(jì)工作各機(jī)制作用，力促經(jīng)濟(jì)回穩(wěn)向好。預(yù)計(jì)全市地區(qū)生產(chǎn)總值增長(zhǎng)5.2%左右，一般公共預(yù)算收入增長(zhǎng)3.1%，城鎮(zhèn)調(diào)查失業(yè)率4.1%左右，居民人均可支配收入增長(zhǎng)4.5%左右，居民消費(fèi)價(jià)格漲幅0.1%，人均地區(qū)生產(chǎn)總值和萬元地區(qū)生產(chǎn)總值能耗、水耗、碳排放等多項(xiàng)指標(biāo)保持全國(guó)省級(jí)地區(qū)最優(yōu)水平。
We rose to challenges with great enterprise to achieve robust economic growth. Despite the complex and challenging environment characterized by mounting external pressures and internal difficulties, we fully mobilized all mechanisms to advance economic work, ensuring stable and upward momentum in the economy. According to our projections, in 2024, the city’s Gross Regional Product (GRP) grew by around 5.2%, general public budget revenue increased by 3.1%, surveyed urban unemployment rate was around 4.1%, per capita disposable income rose by approximately 4.5%, and the Consumer Price Index (CPI) increased by 0.1%. The city’s per capita GRP remained the highest among provincial-level jurisdictions in China, while energy consumption, water usage, and carbon emissions per 10,000 yuan of GRP were the lowest nationwide.
——我們銳意改革、突破前行，高質(zhì)量發(fā)展動(dòng)能不斷增強(qiáng)。認(rèn)真貫徹中央改革決定和市委實(shí)施意見，以改革激發(fā)創(chuàng)新創(chuàng)造活力，北京國(guó)際科技創(chuàng)新中心建設(shè)成效明顯，北京地區(qū)獲評(píng)國(guó)家科學(xué)技術(shù)獎(jiǎng)58項(xiàng)、占全國(guó)28.7%，高被引科學(xué)家達(dá)431人次、居全球城市首位，躋身世界知識(shí)產(chǎn)權(quán)組織發(fā)布的全球百?gòu)?qiáng)科技集群前三位；國(guó)家高新技術(shù)企業(yè)、國(guó)家級(jí)專精特新小巨人企業(yè)、獨(dú)角獸企業(yè)數(shù)量均居全國(guó)各城市首位。
We pursued reform for breakthroughs to drive high-quality development. Acting on the resolution of the CPC Central Committee on further deepening reform comprehensively and the corresponding implementing rules of the CPC Beijing Municipal Committee, we leveraged reform measures to foster innovation, achieving significant progress in establishing Beijing as a global innovation hub. Beijing recipients won 58 of the State Science and Technology Awards, representing 28.7% of the national total. Beijing-based researchers secured 431 entries on the Highly Cited Researchers list, more than any other city in the world. Beijing ranked among the top three in the World Intellectual Property Organization’s GII 2024 top 100 science and technology clusters, and led the nation in the numbers of national high-tech enterprises, little giants4 and unicorn companies.
——我們精細(xì)施策、補(bǔ)短揚(yáng)長(zhǎng)，人民生活品質(zhì)進(jìn)一步提升。深化大氣污染治理攻堅(jiān)，克服秋冬季大霧靜穩(wěn)等不利氣象條件影響，細(xì)顆粒物年均濃度30.5微克/立方米、下降6.2%，優(yōu)良天數(shù)達(dá)到290天、增加19天，污染防治攻堅(jiān)戰(zhàn)成效考核全國(guó)第一；老舊小區(qū)改造開工量、完工量均實(shí)現(xiàn)翻番，整治提升背街小巷2100多條；持續(xù)深化接訴即辦改革，每月一題專項(xiàng)治理13個(gè)高頻共性難題，12345市民服務(wù)熱線訴求解決率、滿意率分別達(dá)96.7%和97%，一批群眾身邊的操心事、煩心事、揪心事得到解決。
We implemented targeted measures, bolstering areas of weakness while capitalizing on our strengths, to enhance the quality of life for our citizens. Intensified efforts were devoted to managing air pollution. This year, despite adverse weather conditions such as dense fog and air stagnation during the autumn and winter seasons, we succeeded in containing the annual average concentration of fine particulate matter (PM2.5) at 30.5 μg/m3, a reduction of 6.2% from the previous level. This achievement was accompanied by a total of 290 days of good or excellent air quality, 19 days more than the previous year. Beijing emerged as the top city in the national evaluation of pollution prevention and control. We doubled the numbers of initiated and completed renovation projects targeting run-down residential compounds, and improved the environmental conditions of over 2,100 backstreets and alleys. We continued to advance reform to ensure prompt responses to public complaints. By focusing on one key issue per month, we addressed 13 common and thorny concerns frequently raised by the public. We effectively resolved 96.7% of the complaints made through the “12345” hotline, with a satisfaction rate reaching 97%. Thanks to these initiatives, we successfully addressed a multitude of public concerns.
