Integrated oversight system
是指本市為優(yōu)化營(yíng)商環(huán)境、提高政府監(jiān)管效能創(chuàng)新實(shí)施的市場(chǎng)監(jiān)管方式。在涉及多部門監(jiān)管的行業(yè)領(lǐng)域，建立健全一個(gè)場(chǎng)景由一個(gè)行業(yè)主管部門牽頭統(tǒng)籌、相關(guān)部門共同監(jiān)管的工作機(jī)制，綜合實(shí)施風(fēng)險(xiǎn)監(jiān)管、信用監(jiān)管、分級(jí)分類監(jiān)管、協(xié)同監(jiān)管、科技監(jiān)管、共治監(jiān)管等六項(xiàng)基本制度。
This is a system piloted by Beijing to enable more efficient government regulation, as part of the city's efforts to improve its business environment. For the regulation of industries under multi-agency supervision, measures are taken to ensure that for each specific industry there is a lead regulator, which is complemented and supported by other relevant departments. Six basic regulatory mechanisms, which include risk monitoring, credit supervision, tiered and industry-specific supervision, collaborative supervision, technology-based monitoring and joint supervision by regulators and the public, are put in place to strengthen integrated oversight.
