三是堅(jiān)持以科技創(chuàng)新引領(lǐng)新質(zhì)生產(chǎn)力發(fā)展，現(xiàn)代化產(chǎn)業(yè)體系加快建設(shè)。

持續(xù)提升創(chuàng)新體系效能，落實(shí)國際科技創(chuàng)新中心建設(shè)條例，統(tǒng)籌教育科技人才一體發(fā)展；支持在京國家實(shí)驗(yàn)室承擔(dān)國家科技重大專項(xiàng)，推動(dòng)懷柔綜合性國家科學(xué)中心29個(gè)科技設(shè)施進(jìn)入科研狀態(tài)，建成昌平南口全國重點(diǎn)實(shí)驗(yàn)室基地一期；深入實(shí)施基礎(chǔ)研究領(lǐng)先行動(dòng)和關(guān)鍵核心技術(shù)攻堅(jiān)行動(dòng)，長安鏈在國家戰(zhàn)略中作用更加凸顯，北腦二號(hào)填補(bǔ)國內(nèi)腦機(jī)接口技術(shù)空白，全球首個(gè)通用人工智能體“通通”正式發(fā)布，備案上線大模型105款、穩(wěn)居全國首位；中關(guān)村新一輪先行先試改革政策全面落地，示范區(qū)規(guī)模以上重點(diǎn)企業(yè)技術(shù)收入增長超10%；率先實(shí)施醫(yī)師科學(xué)家培養(yǎng)計(jì)劃，優(yōu)化國內(nèi)外優(yōu)秀高校畢業(yè)生引進(jìn)政策，以更加開放的政策匯聚全球英才。
We boosted the overall performance of the innovation system. We enforced the regulations for building Beijing into an international center for sci-tech innovation, and promoted the integrated development of education, science and technology, and talent. We supported Beijing-based national laboratories in undertaking major national science and technology programs. Twenty-nine scientific facilities in Beijing Huairou Comprehensive National Science Center were activated, and the first phase of the Nankou National Key Laboratory Base in Changping District was completed. We advanced action plans to sustain the city’s leadership in basic research, and to achieve breakthroughs in key and core technologies. The blockchain platform ChainMaker has gained greater significance in national strategies. The NeuCyber Array BMI System filled the gap in China’s high-performance brain-machine interface technology. Tongtong, the world’s first virtual figure based on artificial general intelligence technology, was unveiled. The city saw 105 large language models registered and launched, maintaining its position as the top performer nationwide. With the implementation of a new round of reform measures, the total technology-related revenues of large-scale businesses based in the Zhongguancun National Innovation Demonstration Zone surged by over 10%. We attracted global talent through more open policies, pioneered a physician-scientist training program, and improved recruitment policies for top university graduates from home and abroad.
大力發(fā)展現(xiàn)代服務(wù)業(yè)，推動(dòng)金融業(yè)高質(zhì)量發(fā)展，北京證券交易所上市公司達(dá)262家，北京獲批成為金融資產(chǎn)投資公司股權(quán)投資試點(diǎn)城市；數(shù)據(jù)基礎(chǔ)制度先行區(qū)建設(shè)提速，建成全國首個(gè)人工智能數(shù)據(jù)訓(xùn)練基地，高級(jí)別自動(dòng)駕駛示范區(qū)完成600平方公里設(shè)施智能化部署，數(shù)字經(jīng)濟(jì)核心產(chǎn)業(yè)收入保持兩位數(shù)增長。
We intensified efforts to promote modern services. We advanced the high-quality development of the financial sector. The number of companies listed on Beijing Stock Exchange reached 262. Beijing was granted approval to join the equity investment pilot program for financial asset investment companies. The development of the pilot zone for basic data regulation gained momentum. We launched China’s first training base for large language models. Six hundred square kilometers within the High-Level Autonomous Driving Demonstration Zone has been equipped with smart roadside infrastructure. Revenue in the core sectors of the digital economy sustained double-digit growth.
做優(yōu)做強(qiáng)先進(jìn)制造業(yè)，制定實(shí)施醫(yī)療器械、新材料等40項(xiàng)細(xì)分產(chǎn)業(yè)支持政策；醫(yī)藥健康產(chǎn)業(yè)規(guī)模首次突破萬億元，北汽、小米、理想等重點(diǎn)整車項(xiàng)目陸續(xù)投產(chǎn)、在京生產(chǎn)新能源汽車約30萬輛、增長近3倍，人工智能核心產(chǎn)業(yè)規(guī)模突破3000億元，集成電路重大項(xiàng)目順利實(shí)施；未來產(chǎn)業(yè)蓬勃發(fā)展，火箭大街啟動(dòng)建設(shè)，實(shí)現(xiàn)全球首例純電驅(qū)全尺寸人形機(jī)器人擬人奔跑。
We strengthened the advanced manufacturing industry. We implemented targeted policies to support 40 niche sectors, including medical devices and new materials. For the first time, the output value of the pharmaceutical and health industry exceeded one trillion yuan. Key automobile projects by BAIC Group, Xiaomi and Li Auto were all put into operation. A total of 300,000 new energy vehicles rolled off the production lines in Beijing last year, an increase of almost threefold. The core AI industries surpassed 300 billion yuan in output value. Major integrated circuits projects were successfully implemented. Future industries saw robust growth. We launched the Beijing Rocket Street project, and unveiled the world’s first full-size, fully electric humanoid robot capable of human-like running.
不斷提高農(nóng)業(yè)發(fā)展質(zhì)量，加快打造農(nóng)業(yè)中關(guān)村，國家農(nóng)業(yè)科技創(chuàng)新港啟動(dòng)建設(shè)，自主研發(fā)的玉米基因編輯技術(shù)國際領(lǐng)先；建成高標(biāo)準(zhǔn)農(nóng)田13.5萬畝，糧食單產(chǎn)提高14.5%；農(nóng)村居民人均可支配收入增長6.7%左右，增速比城鎮(zhèn)居民高2.4個(gè)百分點(diǎn)。
We continued to improve the performance of the agricultural sector. We accelerated the development of the High-Tech Farming Z-Park, and initiated the construction of the National Agricultural Science and Technology Innovation Platform. Beijing’s self-developed corn gene editing technology made the city a global leader in this field. A total of 135,000 mu (9,000 hectares) of high-standard cropland was created, and the per unit yield increased by 14.5%. The per capita disposable income of rural residents grew by approximately 6.7%, outpacing that of urban residents by 2.4 percentage points.
