為進(jìn)一步便利外籍商務(wù)人士來北京開展商務(wù)活動(dòng)，擬對(duì)外籍商務(wù)人士提供專項(xiàng)簽證和通關(guān)便利措施，具體如下。
一、服務(wù)對(duì)象
本通告所稱的外籍商務(wù)人士是指在北京注冊(cè)企業(yè)邀請(qǐng)的，需經(jīng)常來北京從事商業(yè)貿(mào)易活動(dòng)并發(fā)揮積極作用的外籍商務(wù)人士，及其配偶和子女。
二、服務(wù)內(nèi)容
北京市政府外事辦公室為符合條件的外籍商務(wù)人士簽發(fā)5年多次、停留期為180日的專項(xiàng)邀請(qǐng)函。中國駐外簽證機(jī)關(guān)根據(jù)專項(xiàng)邀請(qǐng)函審發(fā)5年多次、停留期為180日的M字或相應(yīng)類別簽證；申請(qǐng)人可免予采集指紋并可委托他人辦理簽證，且只收取一年多次簽證費(fèi)用。北京邊檢總站為符合條件的外籍商務(wù)人士提供邊檢通關(guān)便利。
三、申辦流程
（一）符合條件的在北京注冊(cè)的企業(yè)（以下簡稱邀請(qǐng)主體）在北京市政府外事辦公室官網(wǎng)（www.glamanduncensored.com）進(jìn)行注冊(cè)，并向邀請(qǐng)主體注冊(cè)地所在區(qū)外事部門提出申請(qǐng)。
（二）北京市各區(qū)及經(jīng)開區(qū)外事部門對(duì)提出申請(qǐng)的邀請(qǐng)主體相關(guān)資質(zhì)和外籍商務(wù)人士有關(guān)情況進(jìn)行審核，通過審核后報(bào)北京市政府外事辦公室。
（三）北京市政府外事辦公室為通過審批的外籍商務(wù)人士簽發(fā)專項(xiàng)邀請(qǐng)函。
（四）邀請(qǐng)主體在北京市政府外事辦公室官網(wǎng)下載專項(xiàng)邀請(qǐng)函，并推送給外籍商務(wù)人士。
（五）外籍商務(wù)人士需在3個(gè)月內(nèi)持專項(xiàng)邀請(qǐng)函向中國駐外簽證機(jī)關(guān)申辦簽證。
（六）通過北京口岸出入境的外籍商務(wù)人士來京前5個(gè)自然日通過邀請(qǐng)主體及時(shí)通報(bào)北京邊檢總站，北京邊檢總站為外籍商務(wù)人士提供邊檢通關(guān)便利。
四、其他事項(xiàng)
（一）獲得專項(xiàng)簽證和通關(guān)便利的外籍商務(wù)人士，來華后如有違法犯罪情形的，將依法依規(guī)處理。
（二）辦理專項(xiàng)邀請(qǐng)函，不收取任何費(fèi)用。

Notice on Special Visa and Immigration Inspection Facilitation for Foreign Business Visitors to Beijing
To provide greater convenience for foreign business personnel traveling to Beijing for commercial and trade purposes, a special visa and immigration inspection facilitation program will be introduced. The details are as follows:
I. Who are eligible for this program
This program applies to eligible foreign business visitors. In this Notice, they refer to business personnel invited by Beijing-registered enterprises, who need to frequently travel to Beijing to actively engage in commercial and trade activities. Eligible applicants may also include their spouse and children.
II. What does this program offer
The Foreign Affairs Office of the People’s Government of Beijing Municipality (hereafter referred to as the “Beijing Municipal Foreign Affairs Office”) offers a special invitation letter for eligible foreign business visitors, allowing them to apply for a five-year multiple-entry M visa with a 180-day stay per trip. With this invitation, Chinese visa-issuing authorities abroad may grant the corresponding M visa (or an equivalent visa type). Applicants are exempt from fingerprint collection and may entrust others to apply on their behalf. Only the fee for a one-year multiple-entry visa will be charged. The Beijing General Station of Exit and Entry Frontier Inspection will provide immigration inspection facilitation for the eligible foreign business visitors.
III. How to apply
1. Qualified Beijing-registered enterprises (hereinafter referred to as the “inviting organization”) must sign up on the official website of the Beijing Municipal Foreign Affairs Office (www.glamanduncensored.com) and submit their application to the Foreign Affairs Office in the district of their business registration.
2. The Foreign Affairs Office of each district, along with the foreign affairs department of the Beijing Economic-Technological Development Area (BDA), are responsible for reviewing the inviting organizations’ qualifications and the eligibility of the foreign business visitors as applicants. Once approved, the application shall be forwarded to the Beijing Municipal Foreign Affairs Office.
3. The Beijing Municipal Foreign Affairs Office will subsequently issue a Special Visa Invitation Letter for the approved foreign business visitors.
4. The inviting organization shall download the Special Visa Invitation Letter from the official website of the Beijing Municipal Foreign Affairs Office and send it to the foreign business visitors.
5. The foreign business visitors shall use the Special Visa Invitation Letter to apply for a visa at the relevant Chinese visa-issuing authorities abroad within three months.
6. The inviting organization must, at least five calendar days prior to the visitors’ arrival, notify the Beijing General Station of Exit and Entry Frontier Inspection, which will then arrange immigration inspection facilitation for the visitors upon their entry through Beijing ports.
IV. Additional notes
1. Those granted the special visa and immigration inspection facilitation who engage in unlawful activities after arrival will be subject to legal action in accordance with relevant Chinese laws and regulations.
2. No fee is charged for the Special Visa Invitation Letter.
