二、2025年工作總體要求和重點(diǎn)任務(wù)
II Overall Requirements and Major Tasks for Our Work in 2025
今年是“十四五”規(guī)劃收官之年，也是為“十五五”良好開(kāi)局打牢基礎(chǔ)的關(guān)鍵之年，做好政府各項(xiàng)工作意義重大。
This year marks the final year of the 14th Five-Year Plan and is critical for laying solid foundations for the upcoming 15th Five-Year Plan period. At this important juncture, it is vital for the government to fulfill its tasks effectively.
今年工作總的要求是：
To achieve this, we must:
堅(jiān)持以習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想為指導(dǎo)，
follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;
深入貫徹落實(shí)黨的二十大和二十屆二中、三中全會(huì)精神，
implement the guiding principles from the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee;
全面貫徹中央經(jīng)濟(jì)工作會(huì)議精神，
act on the guidelines of the Central Economic Work Conference;
深入貫徹習(xí)近平總書記對(duì)北京重要講話精神，
adhere to the directives of General Secretary Xi Jinping regarding Beijing’s development;
堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，完整準(zhǔn)確全面貫徹新發(fā)展理念，
uphold the general principle of pursuing progress while ensuring stability, and fully and faithfully apply the new development philosophy on all fronts;
堅(jiān)持以新時(shí)代首都發(fā)展為統(tǒng)領(lǐng)，大力加強(qiáng)“四個(gè)中心”功能建設(shè)、提高“四個(gè)服務(wù)”水平，
base our work on the capital’s development in the new era, uphold Beijing’s role as the “four centers”, and enhance our ability to provide the “four services”;
深入實(shí)施人文北京、科技北京、綠色北京戰(zhàn)略，
advance cultural, technological, and green development;
深入實(shí)施京津冀協(xié)同發(fā)展戰(zhàn)略，
promote coordinated development in the Beijing-Tianjin-Hebei region;
堅(jiān)持“五子”聯(lián)動(dòng)服務(wù)和融入新發(fā)展格局，扎實(shí)推動(dòng)高質(zhì)量發(fā)展，
incorporate the five key initiatives into the new development paradigm and advance high-quality development through solid actions;
進(jìn)一步全面深化改革，擴(kuò)大高水平對(duì)外開(kāi)放，
implement deeper reform in all respects and expand high-standard opening up;
著力擴(kuò)大內(nèi)需、穩(wěn)定預(yù)期、激發(fā)活力，
boost domestic demand, stabilize expectations, and unleash vitality;
著力防范化解重點(diǎn)領(lǐng)域風(fēng)險(xiǎn)和外部沖擊，統(tǒng)籌好發(fā)展和安全，
prevent and defuse risks in key areas and external shocks, and ensure both development and security;
推動(dòng)經(jīng)濟(jì)持續(xù)回升向好，不斷提高人民生活水平，保持社會(huì)和諧穩(wěn)定，
sustain economic recovery and growth, continue to improve people’s lives, and maintain social harmony and stability;
縱深推進(jìn)全面從嚴(yán)治黨，
advance comprehensive and rigorous self-governance of the Party;
為推進(jìn)強(qiáng)國(guó)建設(shè)、民族復(fù)興偉業(yè)作出首都新的貢獻(xiàn)。
contribute to building China into a great country and advancing national rejuvenation through our work in the capital.
今年經(jīng)濟(jì)社會(huì)發(fā)展主要預(yù)期目標(biāo)是：
The main targets for economic and social development this year are as follows:
地區(qū)生產(chǎn)總值增長(zhǎng)5%左右、努力爭(zhēng)取更好結(jié)果，
grow GRP by around 5%, while striving for even better results;
一般公共預(yù)算收入增長(zhǎng)4%左右，
increase general public budget revenue by around 4%;
城鎮(zhèn)調(diào)查失業(yè)率控制在5%以內(nèi)，
maintain the surveyed urban unemployment rate below 5%;
居民消費(fèi)價(jià)格漲幅2%左右，
keep CPI increase at around 2%;
居民收入增長(zhǎng)與經(jīng)濟(jì)增長(zhǎng)同步，
ensure personal income growth aligns with economic growth;
生態(tài)環(huán)境質(zhì)量、能源、水資源等指標(biāo)達(dá)到國(guó)家要求。
