II Overall Requirements and Major Tasks for Our Work in 2025
具體要做好以下工作：
To achieve these targets, we must prioritize our efforts as follows:
（一）充分發(fā)揮經(jīng)濟體制改革牽引作用，努力在重點領(lǐng)域和關(guān)鍵環(huán)節(jié)取得新突破
1. Leveraging economic structural reform to drive new breakthroughs in key sectors and links
全面貫徹落實中央改革決定和市委實施意見，加快推動標(biāo)志性改革舉措落地見效，進一步增強高質(zhì)量發(fā)展內(nèi)生動力。
In line with the CPC Central Committee’s resolution on reform and the corresponding implementing rules set by the CPC Beijing Municipal Committee, we will expedite the execution of major reform measures to ensure they deliver tangible results, thus cultivating stronger internal drivers for high-quality development.
健全經(jīng)濟高質(zhì)量發(fā)展體制機制。融入和服務(wù)全國統(tǒng)一大市場，推動制定促進市場公平競爭條例，優(yōu)化招商引資管理體制機制，綜合整治內(nèi)卷式競爭。完善落實“兩個毫不動搖”的政策機制，高質(zhì)量完成國有企業(yè)改革深化提升行動，推進國有經(jīng)濟布局優(yōu)化和結(jié)構(gòu)調(diào)整；健全促進民營經(jīng)濟發(fā)展工作機制，推動平臺經(jīng)濟健康發(fā)展，支持民營企業(yè)參與重大科技攻關(guān)和重大項目建設(shè)，切實保護企業(yè)家合法權(quán)益。
Refine institutions and mechanisms for high-quality economic development. As we strive to integrate into and contribute to the building of a unified national market, we will formulate rules to ensure fair market competition, refine the institutions and mechanisms for regulating investment attraction, and introduce comprehensive measures to address unhealthy rat race competition. We will work unswervingly both to consolidate and develop the public sector, and to encourage, support, and guide the development of the non-public sector. We will complete the initiative to expand and upgrade the reform of state-owned enterprises, and improve the layout and structure of the state-owned sector. We will refine the mechanisms for facilitating the growth of the private sector and bolster the healthy development of the platform economy. We will support the participation of private enterprises in cutting-edge scientific researches and major projects, and safeguard the lawful rights and interests of entrepreneurs.
深化財稅體制改革，統(tǒng)籌管好四本預(yù)算，深化零基預(yù)算改革，完善支出標(biāo)準體系，健全轉(zhuǎn)移支付激勵約束機制。做好金融“五篇大文章”，加強國家金融管理中心服務(wù)保障，完善多層次金融市場體系，支持北京證券交易所深化改革，壯大耐心資本，促進各類融資更好滿足實體經(jīng)濟需要。
We will expand reform of the fiscal and taxation system and better coordinate the management of the government’s four budgets14. We will advance reforms for zero-based budgeting, refine the system of budgetary expenditure standards, and improve the incentive and constraint mechanism of transfer payment. We will prioritize the development of technology finance, green finance, inclusive finance, pension finance, and digital finance. We will enhance capabilities to support the better functioning of the national financial regulation center. We will improve the multi-tiered financial market system, support further reform of the Beijing Stock Exchange, and expand patient capital, better meeting the needs of the real economy through various forms of financing.
擴大高水平對外開放。對接國際高標(biāo)準經(jīng)貿(mào)規(guī)則，編制服務(wù)業(yè)擴大開放3.0方案；落實國家自由貿(mào)易試驗區(qū)提升戰(zhàn)略，推動重點領(lǐng)域全產(chǎn)業(yè)鏈開放；分類推進綜保區(qū)體制機制改革和監(jiān)管模式創(chuàng)新，建設(shè)罕見病藥品保障先行區(qū)；提升中德、中日產(chǎn)業(yè)園經(jīng)濟技術(shù)雙向合作水平。落實外商投資準入管理制度，推動電信、醫(yī)療、教育、文化等領(lǐng)域有序擴大開放，爭取更多標(biāo)志性外資項目落地。
Expand high-standard opening up. We will develop version 3.0 of our plan for greater openness in the services sector by aligning it with high-standard international economic and trade rules. We will implement the national strategy for upgrading pilot free trade zones and open the entire value chains of key sectors. We will carry out institutional reforms and introduce new regulatory approaches in comprehensive bonded areas on a categorized basis. We will develop the pilot zone for the special provision of rare disease drugs, and boost two-way economic and technological cooperation at the Beijing China-Germany Industrial Park and the Beijing China-Japan Industrial Park. A system for managing foreign investment access will be implemented. We will promote wider and well-structured openness in telecommunications, medical services, education, culture, and other sectors, and facilitate the launch of more landmark foreign-funded projects in our city.
提升航空雙樞紐服務(wù)能力，支持航空貨運等業(yè)態(tài)發(fā)展，完善現(xiàn)代物流體系。健全利用國際活動開展招商引資工作機制，提升中國國際服務(wù)貿(mào)易交易會、中關(guān)村論壇、金融街論壇、北京文化論壇等平臺國際影響力。落實高質(zhì)量共建“一帶一路”機制，積極開展與港澳臺交流合作，扎實做好外事、僑務(wù)工作。
We will increase the service capacity of our two aviation hubs and encourage business models such as air freight logistics to improve modern logistics systems. We will further leverage international events held in Beijing to attract foreign businesses and investment, and strengthen the global impact of platforms such as the CIFTIS, the Zhongguancun Forum, the Financial Street Forum, and the Beijing Culture Forum. We will implement mechanisms for high-quality cooperation under the Belt and Road Initiative, expand exchanges and cooperation with Hong Kong, Macao, and Taiwan, and take solid steps to promote work related to foreign affairs and overseas Chinese.
持續(xù)提升營商環(huán)境企業(yè)獲得感。謀劃推進新一輪改革任務(wù)，打造首善標(biāo)準、國際一流的“北京服務(wù)”。深入推進“高效辦成一件事”改革，深化一體化綜合監(jiān)管，嚴格規(guī)范涉企行政檢查，提升全國市場監(jiān)管數(shù)字化試驗區(qū)建設(shè)成效。完善企業(yè)“服務(wù)包”“服務(wù)管家”機制，加強政策服務(wù)、數(shù)字服務(wù)、熱線服務(wù)“三送”工作，及時解決企業(yè)困難訴求，優(yōu)化法律、商事仲裁、知識產(chǎn)權(quán)等專業(yè)服務(wù)，助力企業(yè)高質(zhì)量發(fā)展。
Foster a business environment that delivers more tangible benefits to enterprises. We will plan a new round of reform initiatives to establish Beijing’s government services as a national benchmark of excellence and a world-class model. We will deepen the reform of “All-in-One-Go” government services, advance integrated oversight, and ensure that inspections on enterprises are subject to stringent regulation. We will improve the outcomes of the national pilot zone that applies digital technologies to market regulation. The service package and steward-style service mechanisms for enterprises will be improved. We will strengthen the delivery of our “three services”—policy consultation, digital services, and hotline support, to promptly address difficulties and problems faced by enterprises. Specialized services such as legal services, commercial arbitration, and IP-related services will be upgraded to help enterprises achieve high-quality development.
